Deacon Luis was ordained in 2020. He was born in Panama City, Panama. He has been married to Maria Elena Arce Mendez and they have a son Rodrigo Andres.

He completed his Bachelor's Degree in Psychology with a specialization in addiction counseling. Deacon Luis completed graduate school at Seton Hall University, Diaconate studies program. Deacon Luis is a Certified Drug and Alcohol Counselor and is employed by the State of New as a Co-occurring Counselor. He has been working on addiction ministries for 30 years.

Deacon Luis is consecrated as a missionary with the Trinitarian community at St. Joseph Shrine in Stirling. 

Deacon Luis has been a leader in the Spanish community at St. Peter the Apostle Church. He currently is a co-leader of the RCIA program. Since the year 2000, he has been working with Paterson's dioceses' migrant ministry and has served as a parish representative to the Diocese's Commission for Hispanic affairs.
